internal\python-3.6.8\Lib\site-packages\PyQt5\Qt目录下没有plugins文件夹，我是把internal\python-3.6.8\Lib\site-packages\PyQt5\Qt5下的所有文件夹，复制到internal\python-3.6.8\Lib\site-packages\PyQt5\Qt下解决的。
